EU energy security policy in the eastern neighbourhood

This chapter examines the European Union's (EU) energy policy towards its Eastern neighbourhood seeking to identify areas of an integrated EU strategy in external energy policy and evaluates areas of success and ongoing challenges. Energy has been a difficult area for the EU generally, in terms of the promotion of Europeanisation. The chapter presents an overview of the broader challenges facing EU energy security policy in terms of divergence over European energy goals and the challenge of 'speaking with one voice' towards Russia. Tensions between member states and EU institutions have limited the effectiveness of EU action towards Eastern neighbours as evidenced by competition and the limited success of the EU overall in terms of pipeline diversification. The divergence between EU member states, driven in part by perceptions of relations with Russia, has hindered a more Europeanised position on the construction of pipelines to the East.
