The case of the South Caucasus

The European Union's (EU's) idea of securing the 'new Europe' through democratisation was partly informed by a broader revival in Democratic Peace Theory (DPT) following the end of the Cold War, both in the academic and the policy-making realm. This chapter explains the link between democracy and security within EU policymaking towards its Eastern neighbourhood. It focuses more specifically on the idea that democratisation may lead to peaceful relations between the states of the South Caucasus. The chapter provides a brief overview of the elements within the democratic peace literature. The application of the democratic peace literature to the Caucasus suggests that the prospects of this region's 'pacification through democratisation' appear distant. The chapter examines the prospects for the EU's democracy promoting policies in light of Russia's assertive attempts to impose an alternative to Europe's normative order.
