Russia–EU relations and the Chechen issue

This chapter explores the impact that the Chechen conflict has had on the evolution of the Russia-European Union (EU) strategic partnership, investigating key periods of tension, which have tended to coincide with an escalation of events in Chechnya. It examines the approach of the EU and its member states towards Russian actions and assesses the efficacy of the approach it has taken to date, together with the impact of enlargement. The terrorist attacks against the US on September 11 had a significant impact on Russia's relations with the EU and the wider international community. The Kremlin's sensitivity to any perceived criticism or interference in its internal affairs was once again demonstrated in the wake of the increasing wave of terrorist attacks throughout Russia in 2004, which culminated in the Beslan school siege in September.
