Security sector reform at the international level: Croatia
Abstract only
Log-in for full text

International factors have played a key role in influencing both the nature and the direction of Croatia's security sector reform process since 2000. Security assistance programmes to the country have been extensive, and have helped to shape the normative and technical criteria against which security sector reform has been premised. European Union (EU) and North Atlantic Treaty Organisation (NATO) pre-conditionality criteria have also had an important impact on the security sector reform process in Croatia. At the time of the political changes in early 2000, Croatia remained on the sidelines of these organisations' accession and integration processes. Since 2000, the explicit use of direct conditionality to encourage security sector reform in Croatia has been limited. However, it has played a role in the country's evolving relationship with the International Criminal Tribunal for the former Yugoslavia (ICTY).
