The neutral states and the challenge of ESDP

This chapter looks at the foreign policy orientations of the four 'neutral' states (Ireland, Austria, Finland and Sweden) in the post-Cold War period. It considers how their foreign policies have been changed since the end of the Cold War and how European Union (EU) membership has affected their foreign policy outlooks. The chapter examines the impact the changes in foreign policy orientations have had on the positions and role the states have played in the EU foreign and security policies. It highlights the difficulty of reconciling domestic public attitudes which remain supportive of neutrality, but which can be inconsistent and contradictory, with a broader political desire amongst the majority of the political and military elite in these states to be involved in European Security and Defence Policy (ESDP). The chapter considers the Kosovo and Iraq crises, looking at the EU positions and actions and the response of the neutral states.
