From mediation to arbitration and beyond

The theme of this chapter is the perceptions of the Cyprus conflict in one international forum, the European Parliament (EP), before and after the 'defining moment' of the April 2004 referenda on the Annan Plan produced by the United Nations (UN) for the reunion of Cyprus. European integration became a key factor in the Cyprus equation following the submission of the accession application by the Republic of Cyprus in 1990. The chapter illuminates the stance of the European Union (EU) on Cyprus by highlighting the way in which the conflict was debated and conceptualised within a major EU institution. Adopting a discursive approach, it offers a case study of the policy impact of ideas and of the institutional frameworks within which they are expressed. The EP debate suggests, in the general assumption underlying EU policy, that drawing states into the enlargement orbit will be sufficient to resolve long-standing conflicts.
