This chapter is a comparative exploration of the roles that refugees, as individuals, as groups and as political issues, have played in the failure of both peace processes. Although there have been Turkish-Cypriot refugees from the southern part of the island, and Jewish refugees from the Arab states, it focuses on Greek-Cypriot refugees and Palestinian refugees, as it is the way in which the rights of these two groups have been treated that has been the most controversial issue in both peace processes. The chapter explores the historical conditions, legal statuses, economic conditions, access to political representation and the geopolitical factors that have influenced the ways in which the two conflicts and the refugees have been dealt with. It discusses the failures of the Annan Plan in Cyprus and the Oslo process in Israel/Palestine, and the role of the refugee issue in these failures.
