The Cyprus problem at the European Court of Human Rights

Policy-makers have increasingly come to focus on economic factors in fuelling or contributing to the resolution of regional and border conflicts. Since the April 2004 referenda, informal discussions have continued among economists on the two sides concerning how 'economic convergence' between north and south Cyprus might interact with political convergence to make progress towards reunification more likely. The issue of economic convergence initially received particular attention in Cyprus because of income disparities between north and south. From an economic standpoint, indeed, it can be argued that Cyprus is still standing at a crossroads. In this situation, convergent or divergent economic incentives – and their interaction with key political factors – may have the potential to significantly influence future outcomes for the island. Against this backdrop, this chapter highlights several issues, to help shed light on prospects and priorities in Cyprus, and potentially lessons for other conflict cases as well.
