European identity in praxis
From the land ethic to an ethic of dwelling

This chapter examines the mutually constitutive relationship between institutional reform and the construction of political selves. It concedes that the formation of a European identity in praxis may need narratives and operative myths that respond to the individuals' existential need. In this respect, the chapter articulates a democratic discourse of belonging which is capable of inducing ethical conduct and responding to individuals' living needs by creating the right conditions for a philosophical and critical relation to reality. Such a democratic narrative of belonging is vital to the realisation of constructive citizenship. The idea that spaces open up by virtue of the fact that 'they are let into the dwelling of man' contrasts sharply with the land ethic (i.e. exclusive ownership of land). On that view, space is not to be owned. Rather, it is a place cleared or freed for settlement and lodging.
