Developing a new speech for global security
Exploring the rhetoric of evil in the Bush administration response to 9.11.01

9.11.01 seems to have transformed the ambiguous terrains of the post-Cold War era as the US and its allies in the multi-form and varying 'coalition of the willing' have seized upon the struggle against 'global terrorism' to anchor a new global security regime, which is tied neither to the Cold War nor the post-Cold War eras. This chapter examines a few of President George W. Bush's pronouncements about 'the war on terror' for insights into this process, which seem to have been revealed most clearly in five different presidential speeches made during his first administration in 2001-2002. It asks how a curious rhetorical figure introduced by President Bush in the 2002 State of the Union speech, namely, the so-called 'axis of evil states', provides insights into how this new security regime is evolving.
