The challenges for fair voice in liberal market economies

In this chapter the authors review various challenges to the idea of promoting fair voice in three ways. First, the chapter questions simplistic assumptions about what voice means in practice and for different actors. The normative goal that employee voice ought to be fair is central to both organisational and societal goals. Second, the chapter challenges the view that employers have complete freedom to decide how or what voice to deliver. Tensions are reviewed with regard to various institutional forces shaping the patterns of voice evident in many liberal market economies (LMEs). Finally, the chapter examines the challenges to fair voice at the organisational level, where informal participation along with multi-employer networks fragment efforts to achieve fair voice. Overall, fair voice connects to debates about managerial prerogative, power and social legitimacy.
