Working-time flexibility
Diversification and the rise of fragmented time systems

Working-time flexibility is at the heart of contemporary changes at the workplace, but it remains a contested and rather blurred topic. This chapter offers a re-examination. To help in developing an analysis of the ongoing diversification of working-time arrangements it outlines a revised typology, in which the two basic dimensions of working-time arrangements, duration and position, are further differentiated: first in terms of variability versus invariability; and second in terms of employer versus employer control. The chapter underlines the value of the concept of ‘fragmented time systems’, developed by Jill Rubery and her colleagues in the UK, for understanding crucial changes in work and working time for lower-skilled workers, especially in liberal market economies.
