This substantially updated and revised edition offers a comprehensive overview of the challenges confronting the political system as well as the international politics of the European Union. It draws from a spectrum of regional integration theories to determine what the Union actually is and how it is developing, examining the constitutional politics of the European Union, from the Single European Act to the Treaty of Nice and beyond. The ongoing debate on the future of Europe links together the questions of democracy and legitimacy, competences and rights, and the prospects for European polity-building. The aim is to contribute to a better understanding of the emerging European polity and the questions that further treaty reform generates for the future of the regional system. From its conception to the referenda of 2005 where it met its end, German philosopher Jürgen Habermas wrote in support of the European Constitution. This book is the first in-depth account of his project. Emphasis is placed on the conception of the European Union (EU) that informed his political prescriptions. This study engages with Habermas's thought as a totality, though attention is focussed on themes such as communicative rationality that began to surface in the 1970s. The first part of the book considers the unfolding of 'social modernity' at the level of the EU. Among the subjects covered are Habermas's concept of juridification, the latter's affinities with integration theories such as neofunctionalism and the application of Habermas's democratic theory to the EU. The second part addresses 'cultural modernity' in Europe - 'Europessimism' is argued to be a subset of the broader cultural pessimism that has assailed the project of modernity in recent decades with renewed intensity in the wake of 9/11. The final section looks at the conceptual landscape of the Constitutional Convention. The groundbreaking work of E. O. Eriksen, E. F. Fossum and others provides the most developed Habermasian account of the EU to date. Juridification is put forward as a metatheory of social modernity, and existing approaches from the corpus of European integration theory are drawn. Recent political theory confronts scholars of European integration with difficult questions. The social democrats who were interviewed had the opposite combination of opinions.
This book is about the transformation of Germany's security and defence policy in the time between the 1991 Gulf War and the 2003 war against Iraq. It traces and explains the reaction of Europe's biggest and potentially most powerful country to the ethnic wars of the 1990s, the emergence of large-scale terrorism, and the new US emphasis on pre-emptive strikes. Based on an analysis of Germany's strategic culture, it portrays Germany as a security actor and indicates the conditions and limits of the new German willingness to participate in international military crisis management that developed over the 1990s. The book debates the implications of Germany's transformation for Germany's partners and neighbours, and explains why Germany said ‘yes’ to the war in Afghanistan, but ‘no’ to the Iraq War. Based on a comprehensive study of the debates of the German Bundestag and actual German policy responses to the international crises between 1991 and 2003, it provides insights into the causes and results of Germany's transformation.
How does the European Union affect devolution and nationalist conflict in member states? Does the EU reduce the scope of regional self-government or enhance it? Does it promote conflict or cooperation among territorial entities? These are pressing questions in Spanish politics, where devolution has been an important tool for managing nationalist disputes, and for the Basque Country, where protracted and sometimes violent nationalist conflicts persist. This book offers a conception of citizenship that is independent of any specific form of political organisation, while being compatible with multiple levels of political institutionalisation. Its de-contextualised account of citizenship differs from both cosmopolitan and nation-statist accounts. Using that conception, the book addresses topical and normative debates in one particular transnational political association: the European Union. Bringing political theory together with debates in international relations and in citizenship studies, the author argues that citizenship should be understood as an institutional role through which persons might exercise their political agency: their capacities to shape the contexts of their lives and promote the freedom and well-being of themselves and, importantly, fulfil their duties to others within and outside of the polity. The work draws on the rights-based philosophy of Alan Gewirth.
This book assesses the formation of Croatian national identity in the 1990s. It develops a novel framework, calling into question both primordial and modernist approaches to nationalism and national identity, before applying that framework to Croatia. In doing so, the book provides a new way of thinking about how national identity is formed and why it is so important. An explanation is given of how Croatian national identity was formed in the abstract, via a historical narrative that traces centuries of yearning for a national state. The book shows how the government, opposition parties, dissident intellectuals and diaspora groups offered alternative accounts of this narrative in order to legitimise contemporary political programmes based on different versions of national identity. It then looks at how these debates were manifested in social activities as diverse as football, religion, economics and language. This book attempts to make an important contribution to both the way we study nationalism and national identity, and our understanding of post-Yugoslav politics and society.
Turkey's involvement in the Gulf War in 1991 paved the way for the country's acceptance into the European Union. This book traces that process, and in the first part looks at Turkey's foreign policy in the 1990s, considering the ability of the country to withstand the repercussions of the fall of communism. It focuses on Turkey's achievement in halting and minimising the effects of the temporary devaluation in its strategic importance that resulted from the waning of the Cold War and the disintegration of the Soviet Union; the skilful way in which Turkey avoided becoming embroiled in the ethnic upheavals in Central Asia, the Balkans and the Middle East; and the development of a continued policy of closer integration into the European and western worlds. Internal politics are the focus of the second part of the book, addressing the curbing of the Kurdish revolt, the economic gains made and the strengthening of civil society. The book goes on to analyse the prospects for Turkey in the twenty-first century, in the light of the possible integration into Europe, which may leave the country's leadership free to deal effectively with domestic issues.
This book reviews a variety of approaches to the study of the European Union's foreign policy. Much analysis of EU foreign policy contains theoretical assumptions about the nature of the EU and its member states, their inter-relationships, the international system in which they operate and the nature of European integration. The book outlines the possibilities for the use of discourse analysis in the study of European foreign policy. It sets out to explore the research problem using a political-cultural approach and seeks to illuminate the cognitive mind-maps with which policy-makers interpret their political 'realities'. The book provides an overview and analysis of some of the non-realist approaches to international relations and foreign policy, and proposes an analytical framework with which to explore the complex interplay of factors affecting European foreign policy. The book suggests one way of seeking theoretical parsimony without sacriﬁcing the most deﬁning empirical knowledge which has been generated about Common Foreign and Security Policy (CFSP) over the years. It argues that while the sui generis nature of CFSP presents an acute problem for international relations theory, it is less pronounced with regard to traditional integration theory. The book discusses the dimensions of European foreign policy-making with reference to the case of arms export controls. Situated at the interface between European studies and international relations, it outlines how the EU relates to the rest of the world, explaining its effort towards creating a credible, effective and principled foreign, security and defence policy.
How inclusive are the North Atlantic Treaty Organisation (NATO) and the European Union (EU)? The enlargement of both organisations seems to give some substance to the vision of a ‘Europe whole and free’ articulated at the Cold War's end. Yet more recently, enlargement's limits have increasingly come to be recognised, bringing an important debate on the balance to be struck between inclusion and exclusion. This book examines that sometimes awkward balance. Its analytical starting point is the characterisation of much of Europe as a security community managed by a system of security governance. The boundary of this system is neither clear nor fixed, but a dynamic of inclusion and exclusion can be said to exist by reference to its most concrete expression—that of institutional enlargement. On this basis, the book offers an elaboration of the concept of security governance itself, complemented by a historical survey of the Cold War and its end, the post-Cold War development of NATO and the EU, and case studies of two important ‘excluded’ states: Russia and Turkey.
This book is about the European Union's role in conflict resolution and reconciliation in Europe. Ever since it was implemented as a political project of the post-World War II reality in Western Europe, European integration has been credited with performing conflict-resolution functions. The EU allegedly transformed the long-standing adversarial relationship between France and Germany into a strategic partnership. Conflict in Western Europe became obsolete. The end of the Cold War further reinforced its role as a regional peace project. While these evolutionary dynamics are uncontested, the deeper meaning of the process, its transformative power, is still to be elucidated. How does European integration restore peace when its equilibrium is broken and conflict or the legacies of enmity persist? This is a question that needs consideration. This book sets out to do exactly that. It explores the peace and conflict-resolution role of European integration by testing its somewhat vague, albeit well-established, macro-political rationale of a peace project in the practical settings of conflicts. Its central argument is that the evolution of the policy mix, resources, framing influences and political opportunities through which European integration affects conflicts and processes of conflict resolution demonstrates a historical trend through which the EU has become an indispensable factor of conflict resolution. The book begins with the pooling together of policy-making at the European level for the management of particular sectors (early integration in the European Coal and Steel Community) through the functioning of core EU policies (Northern Ireland).
